Voice might be a touch low pitch still. IIRC the record can be either 33 or 45 rpm if you have an optical tach you could try fine tuning the speed
Perhaps the spring was originally intended to adjust for the O-ring stretching out over time. Given the manufacturing tolerances I'm sure some work better than others. And it could be a copy of a copy of an original design.

It's possible that the felt or the plastic near the centrifugal governer may have gotten a tad greasy/oily or maybe too hard and lost friction. The peg seems like it was just supposed to be a belt tensioner.
