Hi Fran — wish I had something more constructive to contribute. If youtube continue to allow this kind of bullying and fantastic content creators like yourself become discouraged, youtube will be a very lonely place.

Hey Fran, try being the first copyright claimant. Maybe put something up on an alternate channel, then, from your own channel, claim it. Then start showing it from your channel. That is, if YouTube wants to be this ignorant/complicit about it.
Might be worth sending this to the Smithsonian contacts you have, as they are able to sic lawyers on the trolls, because somebody claiming their copyright free material is going to cheese them off. Taking what is public domain is definitely going to anger the legal team there.
Sue google. The fact that they have a system means they are liable for the way that system works. Since they are not giving you up to date actual actionable information to defend yourself is legally negligent if not malicious.
Maybe see if you can get in touch with Leonard French who runs the Lawful Massess channel here on YouTube. His whole thing is fighting copyright trolls. He can probably put you in touch with someone who can help, possibly pro bono or on contingency. Often all it takes is a letter on law firm letterhead. Doesn't hurt to ask. You are right to be angry and fustrated, though. These are VERY clear cut cases of false DMCA claims and the people who filed them would be subject to perjury charges and by law, at a minimum, would probably have to cover your attorneys fees. That makes it reasonably attractive for a lawyer to take your case on contingency. A more typical fair use case where the claimant does hold the copyright would be more of a toss-up but as you say, by law the footage you used is public domain so they can't legally claim copyright.
That isn't freedom. That is Youtibe being the cowards, leaving no recourse for creators and with all the burden of this absurd automated copyright "protection" system. But no matter; Youtube will gladly take the ad revenue share the creators' videos make.
I'm frustrated and angry on your behalf, Fran, but I'm afraid this is all just another disgusting example of late stage capitalism. Patent trolls, copyright trolls and their ilk have taken over, and now the content creator/artist is just a means to an end for these parasites. Using the music industry (and it really is just an industry now) as their prime example, they have no qualms about churning out derivative dross and "product" literally obtained from "intellectual property" theft – not just by sampling, but by repeated use of chord progression and melodies from previously acquired copyrighted works, and changed as little as they can to avoid paying the original artist . They've rigged the game entirely in their favour.
Google have destroyed Youtube, just as they destroyed so many other useful pieces of the internet. They only have one aim, and that is to emulate the Disney model – to own and monetise absolutely everything. There are many, many wonderful content creators such as you on this platform, but if the day ever comes where my ad blockers cease to work, then I will just walk away and never look back.
