The Milivac MV-11C existed but you’ll likely never see one on eBay, they were a very low production thing used by physicists from what I’ve found. They also didn’t look like that at all, they were tall with the meter on a protruding top section. This looks for all the world to me like an Astron linear power chassis, or at least cover, and I’m willing to bet the adjustable “red line” portion is from an RF signal generator. The meter looks similar to some Chinese imports that are still available.. I wasn’t able to locate a Simpson with that scale or model number so I think it’s fabricated. I’m pretty sure the reason you haven’t found the starting point is because this thing is entirely fabricated from scratch with unicorn parts.
I am just remaining my Simpson 260 from 1979 .Does not read ohms correctly but volts and amps is spot on .Amazing to see some of the props from Apollo 13 ..Would love to have a few .Good luck on the hunt

Can someone explain why trying to reproduce something that was in a movie, isn't it the real thing that is interesting ?
I wonder if there are other hybrid props like this in the movie. I wonder if the person who made the prop knew it was inconsistent. If they did, I wonder why they did it this way. Did they do it on purpose? If you could find them and ask them, would they even remember the details of this particular object?
Looks like they used an SWR meter case
My guess is they just cut the front panel out of a Millivac meter and glued it over the front of some other meter with a dial that was more visible on-screen.

A real Nasa ground station D'arsonval meter for monitoring a spacecraft current, would measure average of a pulse train. Or would take a number from telemetry and convert it into a DC value or pulse train. All things you could make..
I guess they needed a high contrast of the meter in the image, that´s why they chose a black box.
A COTS meter would not be readable within one or two seconds on screen.
I have to agree with other poster this looks like a bunch of various parts thrown together to create what the director wanted for the film.
I can't believe such an intelligent person actually believes the US sent men to the moon. The same country that lied about Iraq's weapons program, resulting thousands of lives lost and complete destruction of a country.
Those are some sweet looking meters.
