That's just NASA asking themselves how they can get an astronaut up for free, the ultimate funding cut-back.
I couldn't agree more about colonizing the moon before Mars. It's way closer, way easier to take off from, etc. But I would like to see the world powers getting along a bit better before that happens.

NASA won't have to worry, because Bigelow could build his own space station, and contract with either team Musk or team Bezos for the transport. NASA need not have any kind of relations with space tourism at all.

Well I think a replacement for the ISS in terms of conducting experiments is the future Axiom space station which is to be built from the ISS through SpaceX launches.

I also wholeheartedly agree that we need to start operations on the moon, if we want to go anywhere. They'll need to deploy from orbit, or an orbiting body, to reduce energy requirements, in addition to the fact that it's easier to detect/image/quantify phenomena with sensor arrays on a foreign/orbital body with no atmosphere. NASA are the ones who can get us to Mars safely, if anyone, but I believe we should focus more on research and inspirational value for human round trips and automation. Having a scientific role model return home from Mars would trigger a new technological revolution.
In my opinion, the current station is long overdue for reconstruction, but I don't believe the U.S. are on friendly terms with Chinese, and Russians definitely won't offer anything, after the arguments over NATO influence and sanctions. We should also consider the purposes of orbital research, and the fact that we've advanced to a point where we don't gain much new data by sending astronauts to live in orbit, while their brains dissolve.
The trip to the ISS is fully automated, so space-agency employee or not, aren’t they all passengers?
