You are very right way too many factors that we have no clue about as to how many alien civilization are out there. How old they are and what they are capable Technologically. We just don't know. If a Sunday preacher or scientist tells you they know for sure then they are lying. In other words keep an open mind. I think that's why I respect you. For all your knowledge you have an open mind.

The functionality of radio relies on electricity usage.
If the communicate using quantum entanglement or something we still don't know about that just can't be heard by anyone but the designated listener. Could be that electro magnetic field communication has a very short life span in civilizations.
We have only used it for a couple hundred years. One big breakthrough may change how we do things.
I really like Frans Idea of some things may bleed through dimensions and could be a detector both ways.

I would think that if et is out in space and receives our earth radio signal that would tell them where we are and might open a contact however world govs went tell us anyway

One factor that Drake and Sagan didn't postulate is the distance that the civilizations would have to travel to reach us, even if they had sufficient radio tech. If the aliens who are most like us are 900 squazillion light years away, they might not have the tech to travel here.
Conversely, if they are far more advanced . Han us, they might have a version of the Prime Directive from Stat Trek, and they're in hiding because they don't want to shock us with their presence. Scientists don't want to change outcome by in setting themselves directly into the experiment, right?
The thing is, if I push the PTT button on my late seventies walikie talkie, the transmission will bloom out like
a ballon of electromagnetic power into the universe, and this means it will fall below the noise floor in a very
short time. Another thing is the speed of light is, given the dimensions of space, unbelivably slow, and that is
probably the reason we are here. We are not at once hit or affected if a star collapses nearby.
So, all the extra terestrials are there, but isolated from us in time and space. So radio is not how to track
anything out there, but someone out there has probably moved beyond our understanding of how things
work ,and, they might be here now
We don’t have to worry about us finding them….they have already found us centuries ago.
let's just hope they don't find us with their olfactory senses because we probably smell really tasty
